Theory #2: S.W.O.R.D. supervises. 

S.W.O.R.D. is a department of S.H.I.E.L.D. that has, in the comics, had to do with area: Sentient World Observation and Response Division. Here, the W appears to represent “Weapon,” which includes an entire brand-new significance and might be describing Wanda as a “sentient weapon.”
